Bill Holler on aerospace, export controls, and responsible innovation
Bill Holler, Managing Director of TraCert and newly appointed ISECS Ambassador for Munich, was recently interviewed by the International Sanctions and Export Controls Society (ISECS) to share his perspective on the evolving role of export controls and sanctions in the aerospace and high-technology sectors.
Drawing on decades of experience in aerospace standardization, international leadership, and technology entrepreneurship, Bill emphasizes that export controls are no longer a purely administrative function. In aerospace, where many technologies are inherently dual-use, they directly influence business strategy, international cooperation, design decisions, and risk management.
In the interview, Bill highlights the importance of early regulatory awareness, strong leadership commitment, and a culture where compliance is understood as a strategic and ethical responsibility, not an obstacle to innovation. He also addresses the growing role of artificial intelligence in compliance processes, stressing that while AI can significantly support classification and monitoring, human judgment and accountability must remain central - a principle reflected in TraCert’s own product development.
The discussion further touches on geopolitical uncertainty, sustainability in aerospace, and the need for clearer, more predictable regulatory frameworks, particularly for small and mid-sized companies operating internationally.
As ISECS Ambassador for Munich, Bill aims to foster dialogue between regulators and industry, helping to bridge theory and practice in one of Europe’s most important aerospace and technology regions.
